Enables a receive queue filter by setting its parameters.

Parameters
devhandle 
- A handle value for the device. 
 queue_index 
- The index of the queue to apply the filter to. 
 filter_index 
- The index of the filter to set or overwrite. 
 filter_type 
- The type of filter to set.

A status value indicating the success or failure of the operation:
E_OK | 
The operation completed successfully. | 
E_EXIST | 
The handle given is not a handle for an open HPE interface. | 
E_PARAM | 
The filter_type parameter is invalid | 
E_CONTEXT | 
The filter_index parameter is invalid | 
E_LIMIT | 
The queue_index parameter is out of range |
