hpeSetTransmitTimeOffset

Set the global offset to be added to the launch time.

HPESTATUS hpsSetTransmitTimeOffset(
    HPEHANDLE devhandle, 
    DWORD ns_offset
);

devhandle: A handle value for the device.
ns_offset: The launch time offset in nanseconds. The bottom 5 bits are ignored.

This call affects all streaming queues.

A status value indicating the success or failure of the operation:

`E_OK`	The operation completed successfully.
`E_EXIST`	The handle given is not a handle for an open HPE interface.
