Adjust the 1588 system clock by the amount given in the timeincr parameter.

    HPEHANDLE devhandle, 
    int timeincr
);

devhandle: A handle value for the device.
timeincr: A signed integer value in nanosecond units that determines the amount to adjust the clock forwards or backwards. The value may be between plus or minus 2^29. The bottom four bits are ignored.

A status value indicating the success or failure of the operation:

`E_OK`	The operation completed successfully.
`E_EXIST`	The handle given is not a handle for an open HPE interface.
`E_SUPPORT`	IEEE1588 functionality is not supported by the hardware interface.
